# A monthly cap is not a leash

Budgets on agents are often read as mistrust. They are actually the fastest way to trust a system in public, because a limit makes the cost boring.

Give an agent a credit balance and one question returns: how much can it spend before anyone
notices? The answer is not a feature of the agent. It is a feature of the budget you forgot
to set.

## Limits make systems reviewable

A cap is the difference between "it ran" and "it ran and we know what it cost". The second
is reviewable, which means it can be approved, which means it can be shipped without a
meeting about it.

## Small numbers, calm reviews

When the downside is bounded and boring, the review changes. Nobody assembles a committee
to check whether a one-credit job should have run. They check whether the shape of the spend
makes sense. That is a review you can actually hold.
